Drafts are held when your review settings require approval for that agent, template, or account tier — or when the agent flagged something (an unusual signal, a sensitive topic, low confidence). It's a guardrail, not an error.
It's usually by design
If you configured review for first-touches, A-tier accounts, or a specific agent/template, held drafts are the system working as set. Check Settings → Agents → Review to see which rules apply.
Agent-initiated holds
Even outside your rules, the agent can hold a draft when it's uncertain — an unusual account, a topic near a guardrail (pricing, competitor, legal), or low confidence in the personalization. These holds protect message quality.
How to clear them
Agents → Drafts shows held drafts grouped by agent and tier. Review, edit if needed, and approve — individually or in bulk by tier, sequence, or agent. Approved drafts send on their scheduled step.
Tuning the hold rate
A high hold rate that you keep approving unchanged means you can safely release that tier to auto (see Review and approve agent drafts). A hold rate where you keep editing means the agent needs better context or tighter guardrails. Use the pattern to tune, not just to clear the queue.
