What is Waterfall Enrichment?
Waterfall Enrichment optimizes the trade-off between data quality and per-record cost. A single high-quality provider is expensive; a single low-cost provider has gaps. The waterfall combines both: try the cheapest provider first (covers ~60% of records), fall back to a mid-tier provider for the gaps (covers another ~25%), fall back to the premium provider for the remainder (covers ~10%). The result is high fill rate at lower average cost than using the premium provider alone. The discipline is per-field waterfall — different providers are strong on different fields, so the cascade should differ per field.
